Development Council: An emotional appeal (Part IV)

Like any proud member of Nikhil Bishnupriya Manipuri Mahasabha, I am filled with pride that our great community is getting ready to work for the Development Council, which is symbolic of our community`s honour. Bishnupriya Manipuri is a society of immensely constructive, progressive and cultured people with rich heritage, and the recently declaration of B.M. Development Council has drawn statewide admiration, as such the whole Assam State today looks upon us with respect and hope.

As mentioned, Government has been making earnest efforts to provide more power to different Tribal and Backward Communities within the State, so as to bring about speedy development in the area inhabited by these groups. The objective of setting up of Development Council is to provide maximum possible autonomy within the framework of the Constitution of India for social, economical, educational, ethnic and cultural advancement of the communities in the State.

It has to be agreed that the Assam Government by suitable legislation has constituted the Council as BMDC, an apex council consisting of satellite areas of village councils, constituted with people living there. The Constitution or Act or By-laws to run the Council has to be formulated by a Ministerial Committee in consultation with the stakeholders i.e. the representatives of various authorized organizations like Mahasabha, Sahitya sabha etc. The Government will by an order published in the official Gazette, determine the territorial limit of the constitutions in to which the village council area or the council area shall be determined for the purpose of holding election of the council of members. Unless these formalities are completed, no committee can be formed to run the council but most of us are at present thinking otherwise. 

Presently the Assam Government shall constitute an interim council, which shall continue till the election to the council take place. The state Government will provide funds and other resources to the apex council in accordance with the appropriate formula, to be worked out, keeping in mind the resources of Government priorities on development works in other areas. In my earlier article it was clearly mentioned about the funds allocation to a council. 

However, rumour mill has been started off now by certain vested interest people that the fund could have been allotted for the BM DC; but due to other DCs, the Govt. was helpless. It was also heard that, hearing the news of allotment of huge fund, people from the graves started attending the meetings.

First of all members of Bishnupriya Manipuri society must know how these council will work -- under which Govt. departments. Let me give a brief on this. The organization structure of the Department of Welfare of Plain Tribes and Backward Classes( WPT & BC) who notified the BM DC: The minister for WPT&BC is the political head of the department, who provides the policy direction of the department. The Administration head of the department is the Commissioner and Secretary to Govt. of Assam, who is a senior of IAS cadre. The other officers in the department are Secretaries, Jt. Secs, Deputy Secs of the Govt. of Assam and there are Under Sec, superintendent, senior and junior asstts. There is a planning cell headed by a Jt. Director, he is assisted by planning officer, Research officer and Asstt. Research officer and branch assistants. The Organisation Structure of BM DC would be determined by the said committee.

    My comment is not to discourage anybody. But it is a true fact that all the articles published by different authors are full of mistakes. I am not talking about factual, I mean 'English'. Glimpses of 'Indian English' comes visible very often in the blog. There is no coherency with words, typography etc..Full of garbage words. Come straight to the point. Delete superflous words. Use active voice. There is nothing as such.

    Example: don't mind pratibha. here is a text from your recent article.

    the writer had reflected his own feelings of sentiments and basic principles of life which plays a key role in human’s life, in relationship, attitude and behaviour in an universal degree.

    here, it is understandable writer reflects his own feeling. What is feelings of sentiments? Sentiments are feelings. And what is universal degree? Can feelings be measured? You are using 'degree'.

    There are hell lot of mistakes. These should be avoided since hundreds of people read this blog.
    Now take this article:

    Sometimes, Rebati Mohan writes 'Govt' and sometimes 'Government'.
    I am not able to understand 'but due to other DCs, the Govt. was helpless'.

    What 'other' mean here?

    Let me say this comment is not to discourage anybody. Just I wish to say that the blog draws lot of intelligent readers. Some may miss the mistakes, but NOT everyone.

    Hello Bossviveksinha, I would say why don't you write then. all these people are not professional writers or authors. they are volunteers. plez pen few of the articles to educate me and the followers of hte blog.
