Bishnupriya Manipuri Development Council (Part viii)

The much-awaited demand for the formation of Bishnupriya Manipuri Development Council (BMDC) has at last saw the ray of light. But  the general public has been kept in dark, when was the Memorandum of Understanding (MoU) was signed between the Assam Government and the NBM Mahasabha, and what are the demands included in it vis-a-vis:

(1) What will be the status of the BM DC?
(2) Where is the Act or by-law to run the council?
(3) What is the tenure of the Council of Members? Is it 3 years or 5 years? Or it is more than that.
(4) What is the Organizational Structure? 

However, we know the fact that the Development Council is a rural-based one, consisting of villages, and not by city or town to say. So, most of the Council of Members should be from the villages.

Let me take the liberty to go bit personal, however it is related to the topic concerned. On my last visit to Guwahati I happened to interact with people interested in Development Council and I got astonished to know that they are anxiously waiting for the fund to come in the 'hands' of Chairman of Parishad! I don’t understand how the allocation of fund would be in the name of Parishad Chairman? That didn't go into my head. 

In my earlier articles I mentioned that the fund allocation is based on population ratio basis and development plans, not otherwise. We should not forget that in the year 2011, the State election is going to be held, and the party in power will do its best by promising anything which may enhance its vote bank. It may claim to build a bridge where there is no river.

We know well, a community cannot be developed merely by the allocation of government fund. If this would have been the case then we wouldn't be living in a poverty-stricken society.  There is no doubt that our ethical and moral standards are at the bottom -- self-interest and self-gratification have become life and blood of our society. In contrary, there are individuals and institutions which are away from the fallacy of the humankind.

The development of a community hinges on the unity among its members; but now it is far away and it is beyond anybody’s reach. We must think now how to steer the society with the help of BM DC and how it become instrumental and meet the aspiration of the people.

    Though I am not fit to comment on your topic regarding the BMDC but Sir, being a Bishnupriya Manipuri people from Guwahati intersted to BMDC, I am to confirm you that we are not anxiously waiting for the fund to come in the 'hands' of Chairman of Parishad. Kindly give a second look to the point.

    Hi Sanjib, Dear, you missed the 4 bulleted points! Please try to listen from the people living opposite to your fence. The fund thing might be correct or may not be or it might be wrong interpretation of the discussions. The moot questions are the four mentioned.

    Thanks for your comments. I have observed these bulleted important points. After formation of such a council every body should have to know about its functions, etc. etc. I agree with that but my objection is for the point about Guwahati people.

    Well said but there are certain big questions whill the Chairman of the council heed according to the laws laid down for the down trodden or that fund will fund his own family members or his well know people

    Painting with one brush ? That will happen and thats what is happening and the BMDC member are puting their own names for the council fund and are trying to have fun and have laid down certain rules for other ones

    And to be very clear all the members of BMDC in silchar are all from Silchar town and how they know about the difficulties faced by the down trodden and the poor people
